okay...  I'll take a stab at it.....

I believe the upper coil is arching across to the starter casing ground, causing a misfire.  One new coil and she'll probably run like new.

i would say the boot is damaged or there is some sort of fileings on the plug is also happens at 15 secs

Yes, the boot was allowing the spark out to ground.

Wire was replaced and engine performed as it should.

Finally I see it.  Man, that's hard to see in the daylight.  Reminds me of the time I ran that little 9.8 at night and could see why my idle sucked as the trigger movement arched the wires to ground.

For educational purpose, the coil and wire were new, along with the spark plug. There was a suspicion that the spark plug boot (made in Mexico) was made with to much carbon in the rubber. This condition has happened on other motors that had a new coil of this type installed. Later observations of this problem showed that just changing the boot with an OMC replacement boot would solve the problem.
