It allows for a larger gap.
The spark plug does not require a high energy spark to jump outside the compression chamber.

We can mimic the compression chamber by having the spark jump a larger gap.

You could leave the spark plug in the boot if you wish and create the gap from the grounding threads to the block.
But.

Most people would see the spark inside the plug and assume its enough.
